The residential and industrial area of Woodland is located in Southeast Washington, D.C.  Ward 8, which is the least developed and most impoverished area of Washington, includes Woodland. These apartments, built with federal funds and heavily subsidized, aim to provide affordable housing to the poor. The poorly designed and constructed Langston Lane Apartments were also heavily criticized. The Washington Post has described Woodland, a neighborhood with impoverished residents, as "a continuous source of criminal activity." It is common to witness shootings, armed robberies, and assaults. Streets were used as night markets for drug trade. Street lights are frequently used by drug dealers, and the District of Columbia Housing Authority now offers street lighting from rooftops.
