Washington Highlands is surrounded by 13th Street SE to the northeast, Oxon Run Park to its northwest and southwest, and Southern Avenue to southeast. The community is positioned on several elevated slopes that overlook the Oxon Run creek. Washington, D. is the source of its name. A. It is built on the hills. The development of Washington Highlands is very similar to that of the neighboring Congress Heights. 1890 saw Colonel Arthur E. Randle, a prosperous newspaper publisher, chose to establish settling in Congress Heights, east of the river. The construction of the John Philip Sousa Bridge, also known as the Pennsylvania Avenue Bridge (beginning in November 1887) began in June 1890.

Randle's intention was to take advantage of the rapid development that the new bridge would bring east of it, just beyond the Anacostia River. Low-income and public housing apartment complexes, including the 204-unit Highland Dwellings public Housing complex, make up the bulk of the neighborhood. The District of Columbia Housing Authority was granted $11 million for the rehabilitation of Highland Dwellings after receiving stimulus funding in 2009. Wheeler Creek, a community with 314 units, was constructed using HOPE VI funding in 1997 and replaced the two previous housing projects, Valley Green and Skytower. The area of Wheeler Creek has a total of 48 rental units for low-income, 100 senior apartments, 32 market-rate rental unit and 30 lease/purchase unit. The remaining items can be bought. Washington Highlands is primarily served by the Greater Southeast Community Hospital, which is owned and operated by its residents.
