Washington Highlands is surrounded by 13th Street SE to the northeast, Oxon Run Park to its northwest and southwest, and Southern Avenue to southeast. Wheeler Creek, a community with 314 units, was constructed using HOPE VI funding in 1997 and replaced the two previous housing projects, Valley Green and Skytower. The area of Wheeler Creek has a total of 48 rental units for low-income, 100 senior apartments, 32 market-rate rental unit and 30 lease/purchase unit. The remaining items can be bought.
